A Pennsylvania man accused of
driving drunk says a county court has no jurisdiction over him
because he's his own country. Scott Allan Witmer has filed court
papers claiming sovereignty. Witmer told the court: "I live inside
myself, not in Pennsylvania." A judge says Witmer can't be
released from jail until he gets a mental exam.
